Public Works <br /> DATE: 4/27/2022 <br /> MEMO: 2022-34 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matt Newell,Public Works Director <br /> Jessica Taylor,Purchasing Supervisor <br /> SUBJECT: <br /> Resolution Accepting the State of Illinois Joint Purchasing Contract Holder Bid Price of Rush Truck Centers for the <br /> Purchase of Two(2)Tandem Axle Truck Chassis and Three(3) Single Axle Truck Chassis. <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends awarding a contract in the amount of$449,152.93 to Rush Truck Centers for the following items: <br /> • Two(2)2023 International HV507 SFA 6x4 tandem axle truck chassis to be upfitted with stainless steek dump beds,snowplows and spreaders; <br /> • Two(2)2023 International HV507 SFA 4x2 single axle truck chassis to be upfitted with stainless steek dump beds,snowplows and spreaders;and, <br /> • One(1)2023 International 4x2 single axle truck chassis that will be up-fitted for use as a 42-foot bucket truck. <br /> BACKGROUND: <br /> The Municipal Services Division and Lake Section have requested five(5)new vehicles to replace four(4)dump trucks and one <br /> (1)42-foot bucket truck. The vehicles being replaced are: <br /> 1. #171 (Dump Truck)2000 International Model 4900 with 3611 Hours <br /> 2. #269 (Dump Truck)2004 Peterbilt Model 330 with 6542 Hours <br /> 3. #235 (Dump Truck)2009 International Model 7400 with 8177 Hours <br /> 4. #432(Dump Truck)2006 International Model 7400 with 8283 Hours <br /> 5. #437(Bucket Truck) 1998 International Model 4900 with 7517 Hours <br /> Due to ongoing supply chain issues,the delivery date for the chassis is estimated to be over a year and a half in the future, <br /> possibly by the end of 2023,perhaps longer. With the delivery date so far into the future,several up-fitting vendors who will be <br /> installing the dump beds,snowplows and spreaders for the dump trucks,and the bed and boom for the bucket truck,were <br /> concerned about providing a good bid or having to store the materials for a long time. <br /> Given these concerns it was determined that it will be best to seek up-fitting bids once the chassis are in production and a firm <br /> delivery date has been provided. It is expected that the future up-fitting costs for each dump truck will be around$120,000 or <br /> about$500,000 for all four trucks. The up-fit cost for the bucket truck is anticipated to be around$140,000. <br /> DISPOSAL OF REPLACED UNITS: The above vehicles are being replaced due to mileage and condition and will be <br /> sold/auctioned. <br /> LEGAL REVIEW: There are no contracts for Legal to review. <br /> PRIOR COUNCIL ACTION: None <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> INPUT FROM OTHER SOURCES: <br /> Fleet Maintenance wrote bid specifications based on Municipal Services Division and Lake Section requirements. <br />
