June 16, 2022 <br /> TO: Mayor Julie Moore Wolfe & Decatur City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> RE: Youth Leadership, Intervention & Development Contract with Tjaty Group <br /> In recognition of the fact that intervention in the lives of young people to help them feel more <br /> engaged, learn to be better leaders, improve their conflict resolution skills, and help them <br /> figure out the most appropriate ways to become contributing members of society when they <br /> achieve adulthood—the City Council allocated $50,000 in ARP monies each year through 2025 <br /> to deploy a training and development program with these goals. <br /> Staff recommends that the city contract with The Tjaty Group for the first year of such a <br /> program—beginning this summer. The program is described in the attached agreement and <br /> back-up documentation and will be managed by Mr. Kyle Risby. Council members have all had a <br /> chance to meet with Mr. Risby one-on-one to discuss in greater detail the objectives of his <br /> program. Mr. Risby, the Mayor and the city manager have all discussed this initiative with the <br /> Decatur Public Schools. There have also been informal discussions with local non-profit <br /> agencies that will likely be involved with Mr. Risby in recommending program participants. <br /> Although the city has not secured written commitments, it is hoped that the investment made <br /> with this agreement will serve as seed money to enlarge the program through donations from <br /> other organizations in Decatur that wish to advance the outcomes sought by this program. <br />
