OFFICE-OF THE CITY MANAGER <br /> DATE: July 18, 2022 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scott Wrighton, City Manager <br /> Jon Kindseth, Deputy City Manager <br /> Lacie Elzy, Transit Administrator <br /> SUBJECT: Resolution Authorizing Application submittal and execution of the Illinois <br /> Rebuild III Public Transportation Capital Assistance Grant under the IDOT's general <br /> authority to make such grants. <br /> RECOMMENDATION: The attached Resolution allows the City of Decatur to submit <br /> the application for the Illinois Rebuild Round III Public Transportation Capital Assistance <br /> Grant for$4 million. <br /> BACKGROUND: The City of Decatur has been awarded Rebuild Round I and Rebuild <br /> Round II grants. In Rebuild Round I, the City of Decatur was awarded capital grant funds <br /> for$1.1 million towards multiple capital items or projects including replacement of one of <br /> the non-revenue work trucks that is on the City Council docket for purchase approval <br /> tonight. We also were awarded construction funds to support ongoing ADA bus stop <br /> renovations, replacing the HVAC system at both transit locations, and resurfacing the <br /> transit parking lot. <br /> In Rebuild Round II we were awarded$3.7 million to support the purchase and renovation <br /> of 333 E. Macon for our future bus barn as well as replacement of(4) buses. With this <br /> approval of this item, the City of Decatur is applying for the Illinois Rebuild III Public <br /> Transportation Capital Assistance Grant for capital energy and infrastructure <br /> improvements, vehicle purchases to support the current and expanding operations of our <br /> Transit System. Our current buildings need structural improvements such as new roofs <br /> and other essential repairs. To support our efforts to reduce Greenhouse Gas (GHG) <br /> emissions, we will also apply for solar panels. The past few grant cycles have allowed us <br /> to replace our revenue fleet; however, our nonrevenue vehicles are now in need of <br /> replacement. These include work trucks and supervisor vehicles that support our daily <br /> transit operations and are essential to smooth reliable transit services. If awarded this grant <br /> it will be presented to Council later, as this is the approval for the application submittal <br /> only. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: None <br />
