OFFICE OF THE CITY MANAGER
DATE: July 18, 2022
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Scott Wrighton, City Manager
Jon Kindseth, Deputy City Manager
Lacie Elzy, Transit Administrator
SUBJECT: Resolution Authorizing Execution of an Advertising Broker Agreement
between the City of Decatur and Houck Transit Advertising.
RECOMMENDATION: It is recommended by staff that this item be approved as
presented.
BACKGROUND: Decatur Public Transit has historically had an advertising contract
with an ad broker to furnish advertisement on City of Decatur buses. This advertising
contract provides a guaranteed revenue stream for Decatur Transit to be used as local
share for ongoing Transit operations. Houck Transit Advertising was chosen based on
their grade from the RFP proposal. Additionally, Houck is the current advertising broker
used by the City. This contract doubles the guaranteed revenue produced under this
contractual arrangement.
We currently only advertise on our fixed route buses, though we contemplate adding
more advertising to more places, like the paratransit vehicles, the bus benches, and
interior spaces in the fleet and facilities. Advertising revenue is considered local revenue
generated which allows for us to leverage more grant dollars and further reduce fares.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact
Jon Kindseth or, Lacie Elzy at 424-3559 or LElzy6Wecaturil.gov
BUDGET/TIME IMPLICATIONS: This contract will double the guaranteed revenue
from$25,000 annually to $50,000.
