STAFF REPORT
To: Mayor Julie Moore Wolfe
City Council Members
From: Scot Wrighton, City Manager
Shane Brandel, Chief of Police
Subject: DPD-MSO Street Crimes Agreement
BRIEFING ITEM
RECOMMENDED ACTION:
It would be the recommendation of staff that the council approve the intergovernmental
agreement between with the County of Macon to formalize the Street Crimes Task Force.
BACKGROUND:
The Decatur Police Department(DPD) and the Macon County Sheriffs Office(MSO)have
worked closely with each other performing law enforcement duties for several years. In 2015, a
formal arrangement was made between DPD and MSO for the joint cooperation of the two
agencies to combat drug crimes throughout Macon County. This was known as the Narcotics
Task Force. MSO has assigned at least one detective to the DPD Street Crimes Unit during this
time, and DPD Street Crimes Detectives have been deputized so that their enforcement authority
will extend into all of Macon County.
In recent years, due to the changing nature of law enforcement work,DPD and MSO have
expanded their investigative cooperation into other areas of criminal activity. As such, both
agencies have sought to update the original agreement to rename the group the Street Crimes
Task Force, as well as update other outdated aspects of the agreement. This arrangement takes
into account the wide array of criminal activity where both agencies can benefit from each other,
through equipment,manpower,knowledge and experience.
The Intergovernmental Agreement being presented outlines the nature of the Task Force, its
formation, operational control, as well as seized funds/asset distribution. This agreement will
enhance the abilities of both agencies to combat criminal activity in Decatur and Macon County.
