STAFF REPORT <br /> To: Mayor Julie Moore Wolfe <br /> City Council Members <br /> City Manager Scot Wrighton <br /> From: Deputy Chief Brad Allen <br /> Subject: Council Resolution—BWC upgrade and UDE upgrade for DPD <br /> BRIEFING ITEM <br /> RECOMMENDED ACTION: <br /> Approve by resolution payment to CDS Office Technologies for upgrading BWCs and the <br /> Unified Digital Evidence platform for the police department. <br /> BACKGROUND: <br /> In 2020, the City of Decatur first purchased Panasonic Mark3 body worn cameras for the police <br /> department. At the time,Panasonic had already developed and were testing a newer version of a body <br /> worn camera,the BWC4000.Panasonic offered a trade in program to agencies that purchased their Mark3 <br /> cameras during a specified time frame,whereas the Mark3 cameras were eligible for a future free upgrade <br /> to the BWC4000 once the new camera was fully developed and deployed.The City purchased 122 Mark3 <br /> BWCs during the eligible trade-in time frame. The City later purchased 26 additional Mark3 BWCs that <br /> fell outside of the eligible time frame. <br /> Panasonic has provided a quote through CDS Office Technologies to upgrade 122 Mark3 BWCs to the <br /> new BWC4000 at no cost,as well provided a quote to upgrade the additional 26 Mark3 BWCs to the new <br /> camera. The quote also includes costs for associated parts,such as spare batteries,charging bays and <br /> BWC docks. The quote also includes costs for additional 3-year licensing for the cameras; an expense the <br /> City would incur regardless of this upgrade. <br /> For many years,the Police Department has used a Panasonic evidence system to store digital files. <br /> Panasonic has released a new,upgraded UDE(unified digital evidence)platform.The included quotes <br /> include the cost to upgrade the current evidence system to the newer,windows-based platform. <br /> EXHIBITS: <br /> Exhibit A: CDS invoices/quotes <br />
