AGREEMENT FOR <br /> SMALL HOME IMPROVEMENT PROGRAM <br /> This Agreement("Agreement")is made and entered into between the City of Decatur, <br /> Illinois, an Illinois home rule municipal corporation("City") and Northeast Community Fund <br /> ("NCF"), for and in consideration of the mutual covenants and promises and good and valuable <br /> consideration contained herein. <br /> WHEREAS,the City has received funds from the American Rescue Plan Act("ARP"); <br /> and, <br /> I WHEREAS,the City has determined that a Small Home Improvement Program <br /> ("Program")is needed to provide grants to owner-occupied residents in low-moderate census <br /> tracts as set forth in Ex. 1 attached hereto for the purposes of making small home improvements <br /> and repairs; and, <br /> WHEREAS,the ARP funds received by the City may be used for specific eligible <br /> activities,including to finance,repair and rehabilitate homeowner occupied units;and, <br /> WHEREAS,NCF is a not-for-profit organization formed in 1969 with its principal <br /> office located in Decatur,Illinois to assist needy families in the Decatur and Macon County <br /> community with resources available; and, <br /> WHEREAS,the City has determined that NCF has the capacity to provide assistance and <br /> administer the Program. <br /> NOW,THEREFORE,in consideration of the mutual promises and covenants and for <br /> good and valuable consideration,it is agreed between the parties hereto the following: <br /> Section 1. The foregoing recitals are incorporated herein as fully stated as a part of this <br /> agreement. <br /> Section 2. The City shall develop the Program utilizing criteria and eligibility <br /> requirements as determined by or in conjunction with NCF and provide funds to be used in the <br /> Program. <br /> Section 3. The total appropriation of ARP funds for the Program shall be for an amount <br /> not to exceed Four Hundred and Fifty Thousand Dollars($450,000)to be dispersed in three <br /> equal increments. <br /> Section 4.NCF understands that the amount of this appropriation may be adjusted during <br /> the program year due to funding alterations made by the United States Congress,Department of <br /> Treasury, and/or the City. <br /> Exhibit A <br />
