ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT
DATE: September 6, 2022
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton, City Manager
Cordaryl"Pat"Patrick, Director of Economic and Community Development
SUBJECT: Resolution Authorizing American Rescue Plan(ARP)Funds to Northeast
Community Fund
RECOMMENDATION: Staff recommends the City Council approve the resolution and
authorize the city manager to execute an agreement with Northeast Community Fund to
administer and provide small repair grants to owner-occupied residents in low to moderate
income neighborhoods in the City of Decatur for the small housing improvement program.
BACKGROUND: At the April 11th Neighborhood Revitalization Study Session, staff presented
eight recommendations to Council relative to combating our housing challenges in Decatur. One
of those recommendations were, providing a small housing improvement program in partnership
with Northeast Community Fund(NCF)to owner-occupied residents in low to moderate income
census tracts.NCF will provide grants, not to exceed$15,000 per single family housing unit.
This is an attempt to invest in areas within the urban core that are not eligible for the owner-
occupied rehabilitation program, but areas where staff is beginning to see the first signs of
housing decline. If we do not assist in these areas now, our housing challenges will continue to
spread and more neighborhoods will begin to decline, due to the lack of sustainable/livable
affordable housing.
ATTACHMENTS: Resolution, agreement and project eligibility map.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Should the City Council have any questions, they may contact
Cordaryl M. Patrick,Director of Economic and Community Development, at 424-2727 or e-mail
cpatrick(a,decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
