OFFICE OF THE CITY MANAGER <br /> September 19, 2022 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scott Wrighton, City Manager <br /> Jon Kindseth, Deputy City Manager <br /> Lacie Elzy, Transit Administrator <br /> SUBJECT: Resolution Authorizing Public Transit Service Increase <br /> RECOMMENDATION: The attached Resolution allows for the City of Decatur to <br /> increase fixed-route,ADA paratransit and micro mobility services solutions. <br /> BACKGROUND: The City of Decatur operates fixed route and ADA paratransit <br /> services Monday through Friday 5:30AM-7:15PM and Saturdays 6:15-7:15PM. At this <br /> time staff is proposing a one-year pilot program that will increase service by operating <br /> transit services on Sundays 9AM-6PM. The attached map highlights the proposed <br /> limited-service area for Sundays. This service area as presented strategically connects our <br /> urban core to all major commercial areas and the two local hospital campuses. We project <br /> an increase in retail and employment opportunities for our citizens as a result in this <br /> expansion. We are also exploring extending services hours later into the evenings, as was <br /> budgeted prior to COVID-19. Additionally,we are preparing to add micro mobility <br /> transit services to supplement our fixed route services. <br /> Our transit operations are fully funded by our FTA 5307 grant funds and our <br /> IDOT Downstate Operating Assistance Program Funds. This service increase will fall <br /> under these funding sources. A public comment for the proposed Sunday service period is <br /> underway and is positive. Approximately 85%of surveys have stated that they would <br /> utilize Sunday service based on the attached route proposal. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact <br /> Jon Kindseth @ Lkindseth(a,decaturil.gov or Lacie Elzy at 217.542.3559 or <br /> Lelzy&decaturil.gov Both of which will also be at the City Council Meeting to answer <br /> any questions. <br /> BUDGET/TIME IMPLICATIONS: Authorizes City staff to implement public transit <br /> service increases that are supported and funded by our federal and state funding entities. <br />
