9/28/22, 11:32 AM Item Coversheet
'm
Public Works
DATE: 9/26/2022
MEMO: 2022-56
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matt Newell,P.E.,Public Works Director
Keith Alexander,Water Production Manager
Jennifer Gunter,Watershed and Lake Manager
SUBJECT: Resolution Accepting the Low Bid Price from Homer Tree Care,Inc. for Lake Embankment Tree and Shrub
Removal
SUMMARY RECOMMENDATION:
City Council authorize the execution of a purchase order between the City and Homer Tree Care,Inc. for Lake Embankment Tree
and Shrub Removal along Lost Bridge Road for their bid price of$64,500.00.
BACKGROUND:
The trees and brush along Lost Bridge Road next to the lake are being removed to open up the view of the Lake and remove
undesirable vegetation. See attached map for details. Past City Councils have requested that these major transportation routes be
cleared of the trees and brush that block views of the Lake. This has usually been an annual project for many years. Much of this
area is riprapped so ground cover establishment is not a concern. Staff consulted with the Macon County Conservation District
and it was determined that this location is not favorable for native plant restoration.
Bids were sent out by the Purchasing Department on August 25,2022. As a result, from the bids, they received 2 of them and
accepted Homer Tree Care,Inc as the lowest bid price. The contractor did submit minority requirements and the project is not a
prevailing wage project due to the removal of trees per the Prevailing Wage Act guidelines.
PRIOR COUNCIL ACTION:
None
LEGAL REVIEW:
Project documents were submitted to the Legal Department on September 21,2022.
POTENTIAL OBJECTIONS: None foreseen.
STAFF REFERENCE: Matt Newell,Public Works Director,424-2747.Keith Alexander,Water Production Manager,424-2863.
Jennifer Gunter,Watershed and Lake Manager,424-2834.Matt will be present at the Council meeting.
BUDGET/TIME IMPLICATIONS:
This project is an annual expense in the Lake Services operating budget. It is$4,500 over budget however the Lake Services
budget can absorb this additional expense due to underspending in other categories.
ATTACHMENTS:
Description Type
Resolution Accept'n the Low Bid Price of Homer Tree
Care,Inc for take Embankment Tree and Shrub Removal
https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ItemID=4048 1/1
