A resolution authorizing the City Manager to sign the Illinois Environmental Protection Agency Water Pollution Control <br /> Revolving Fund loan application forms and supporting documents for the Oakland and Grand Area Sewer Separation <br /> Project,City Project 2021-01. <br /> 2. A resolution authorizing the City Manager to sign the Illinois Environmental Protection Agency Public Water Supply Loan <br /> Program loan application forms and supporting documents for the South Water Treatment Plant Electrical Improvements,City <br /> Project 2022-18. <br /> BACKGROUND: <br /> Illinois Environmental Protection Agency(IEPA)State Revolving Loan Program <br /> The City intends to use IEPA state revolving loan funds for two upcoming projects: <br /> 1. Oakland and Grand Area Sewer Separation <br /> 2. South Water Treatment Plant Electrical Improvements <br /> The IEPA Wastewater and Drinking Water loan programs provide low-interest loans through the State Revolving Fund(SRF). <br /> The SRF includes two loan programs:the Water Pollution Control Loan Program(WPCLP)which funds both wastewater and <br /> storm water projects,and the Public Water Supply Loan Program(PWSLP)for drinking water projects. The current loan interest <br /> rate is 1.24%. <br /> The program has application forms and supporting documents that are required to be signed by an authorized representative of <br /> the City. The City has authorized the City Manager in previous IEPA loan projects completed by the City. This authorizing is <br /> not for the loan itself but for the preliminary paperwork submittals necessary to be approved for a loan. Future action by the <br /> City Council will be required to approve the actual loans. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council actions. <br /> POTENTIAL OBJECTIONS: None. <br /> INPUT FROM OTHER SOURCES: AECOM,CMT,IEPA <br />
