STAFF REPORT <br /> To: Mayor Julie Moore Wolfe <br /> City Council Members <br /> From: Scot Wrighton,City Manager <br /> Shane Brandel,Chief of Police <br /> Subject: Central Illinois Regional Dispatch Center(CIRDC)2023 Invoice <br /> BRIEFING ITEM <br /> RECOMMENDED ACTION: <br /> Approve by resolution the payment of the 2023 user fees for the Decatur Police Department and the <br /> Decatur Fire Department to the Central Illinois Regional Dispatch Center. <br /> BACKGROUND: <br /> On June 5,2017,under Resolution 2017-76,the City Council approved the City of Decatur entering <br /> into an Intergovernmental Agreement with the Central Illinois Regional Dispatch Center(CIRDC) to <br /> begin providing dispatching services to the City of Decatur Police and Fire Departments on January <br /> 1,2018. <br /> The CIRDC fee for 2023 decreased from 2022 by $56,550.30. This is due to a restructuring of how <br /> the CIRDC will bill the user agencies. Previously,the fee was based on the number of calls for service <br /> for each agency. Moving forward, a fixed percentage of the CIRDC overall budget will be applied to <br /> each user agency. The fixed percentage will be based on historical calls for service data. This type of <br /> billing structure will provide each agency with more stable billing projections. The Decatur Police <br /> Department and the Decatur Fire Department are the largest police and fire agencies served by the <br /> CIRDC,thus our share is larger than other users. The breakdown of the 2023 invoice for user fees for <br /> the City of Decatur are as follows: <br /> Decatur Police Department $1,727,731.78 <br /> Decatur Fire Department $337,048.79 <br /> The user fees are billed annually but paid quarterly to the CIRDC.
