12/5/22,3:32 PM Item Coversheet <br /> in <br /> Public Works <br /> DATE: 11/28/2022 <br /> MEMO: 2022-72 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order Furnishing Water Treatment Chemicals <br /> —Alum <br /> City Project—PUR2022-07. <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends awarding Purchase Orders to the low bidders meeting specifications listed on Exhibit A for each of the water <br /> treatment chemicals. <br /> BACKGROUND: <br /> The following is a list of the chemicals and how they are used in the water purification process. <br /> Alum—to coagulate;clarifying agent <br /> Carbon—used for taste and odor control;control of atrazine and <br /> other compounds <br /> Carbon Dioxide—lowers the pH level <br /> Chlorine—primary disinfectant <br /> Hydrofluorosilicic Acid—reduces tooth decay <br /> Lime—water softening agent <br /> Sodium Chlorite—disinfectant;used for taste and odor control <br /> Sodium Hexametaphosphate—used to counteract calcium hydroxide;prevents scaling;filter protection <br /> The low bidders meeting specifications have provided the City with the necessary bonding,NSF and AWWA certifications <br /> required for their chemicals. <br /> The bid tabulation is attached in Exhibit A. The bid documents provided the bidder the option of a 6-month Purchase Order or a <br /> 12-month Purchase Order to allow the supplier to reduce risks of the future price increases. The bids for Alum,Carbon,Carbon <br /> Dioxide,Lime, Sodium Chloride,and Sodium Hexametaphosphate came in at the same price for 6 or 12 months. A 12-month <br /> Purchase Order was selected. The bids for Chlorine,Hydrofluorosilicic,and Sodium Chlorite was higher for a 12-month and the <br /> 6-month bid was selected.
