EXHIBIT A <br /> AGREEMENT BETWEEN THE CITY OF DECATUR, ILLINOIS AND THE TJATY GROUP <br /> FOR LEADERSHIP TRAINING DEVELOPMENT AND DELIVERY SERVICES <br /> SECTION ONE:The city of Decatur wishes to participate in a joint project with other entities in <br /> Macon County to deploy a leadership development program specifically designed to change <br /> behaviors and mitigate disharmony and violence in the community.A cycle of intergenerational <br /> crime,adverse social and psychological impacts of pandemic lockdowns,a lack of meaningful role <br /> models in the lives of young people, and a sense of hopelessness and cynicism about whether <br /> adulthood will lead to happiness are at the core of many criminal acts, and self-destructive <br /> behaviors.The city of Decatur is interested in investing in a program that can divert young people <br /> away from these negative behaviors and negative outcomes. <br /> SECTION TWO: The Tjaty Group has agreed to develop a training program targeted to young <br /> people in the 6u' through 8u' grades in Decatur, using the curriculum materials of The Pacific <br /> Institute, LLC, and to deploy the program in cohort groups of 20 to 25 students. However,the <br /> Tjaty Group will be free to extend participation to young persons in grades 9 thru 11 as individual <br /> circumstances warrant.Program descriptions and timelines are attached,and made a part of this <br /> agreement by reference. The total project cost will be developed and submitted by The Tjaty <br /> Group for approval by the city manager,and by all other organizations investing in the program, <br /> based on funding availability and actual enrollments.The training and leadership program will be <br /> delivered AND administratively managed by the Tjaty Group as provided herein.The Tjaty Group <br /> will make arrangements for the training venues,provide curriculum materials and all other costs. <br /> SECTION THREE: In addition to customizing the curriculum to the unique needs of Decatur's 6t'' <br /> through 8ei graders and delivering it to the target audience,The Tjaty Group will,as a part of this <br /> engagement,work with Decatur Public Schools and other local social service entities, corporate <br /> sponsors, churches and non-profits that are engaged in providing services and outreach in the <br /> city of Decatur, to identify the best candidates for the training program (which will be offered <br /> without cost to students enrolled), and will (with the assistance of an investor stakeholder <br /> steering committee)solicit funding from public and private entities to supportthe program's cost <br /> and enlarge its reach. A list of agencies that will nominate participants for the program is also <br /> attached.To the extent that the Tjaty Group is successful at obtaining additional funding for this <br /> program from other sources,the program can be scaled up to serve more people. <br /> i <br /> SECTION FOUR: In accordance with the provisions of Section Three above, the city of Decatur <br /> agrees to provide fifty-thousand dollars ($50,000)as first year seed money for program costs in <br /> calendar year 2022.The city has allocated monies for youth intervention programs from its ARP <br /> funds through 2025,but this agreement will be subject to annual review and extension annually <br /> based on assessments of the project's outcomes and success. in the first year,The Tjaty Group <br /> will provide training to seventy-five (75) persons.The city will provide fifty percent(50%)of this <br /> annual financial support upon approval of this agreement, to cover upfront and operational <br /> costs,with the balance paid to The Tjaty Group upon completion of each annual training program <br /> in accordance with the timelines attached. <br />
