December 15, 2022
TO: Mayor Julie Moore Wolfe &Decatur City Council Members
FROM: Scot Wrighton, City Manager
RE: Proposed Agreement Extension for ARP-supported Community Leadership
Development,Training and Coaching
Last year the City Council approved an agreement with The Tjaty Group for ARP-supported
community leadership development,training and coaching(especially directed at 6th, 7th and 81h
graders). The coaching and training was provided by Mr. Kyle Risby, and Mr. Risby has provided
a written summary of where the leadership development training was conducted, number of
participants, and other information. Mr. Risby will be attending the December 19 council
meeting to speak about the program in greater detail, and to give his assessment of how the
program worked, whether it is advancing the City Council's community development objectives
and how he wants to change the program in the future.
If the City Council elects to continue this contract, I have asked that Mr. Risby take a more pro-
active role in bringing in other funding partners so that the program can have a broader reach.
He has agreed. I think Mr. Risby believes that one of the best prospects for this lies in what he
calls"employment alignment."
It is recommended that the agreement be extended for an additional year. The approved ARP
budget anticipates this expenditure.
