Sunset(Former Woodrow Wilson School) SUMMARY RECOMMENDATION: Staff recommends approval of the Resolution authorizing execution of the attached proposal from M&O Environmental for Asbestos Abatement of former Woodrow Wilson School. BACKGROUND: The City of Decatur recently acquired the former Woodrow Wilson School building at 1140 W. Sunset through the tax sale. The City and the School District agreed to share in the financial responsibility of eliminating this blighted structure. The City contracted Ideal Environmental Engineering, Inc. to conduct an Asbestos Survey and provide Asbestos Inspection Report provided for the building. They determined there was significant amounts of asbestos throughout the building and provided an engineer's estimate of$500K for abatement. The City received 2 proposals for abatement from Triple A Asbestos, and M&0 Environmental. One was $400K the other$375K. Both of these contractors regularly perform abatement for Decatur demolitions. M&O provided the lower proposal and staff recommends acceptance of their proposal. This provides a scope of work for removal and disposal of Asbestos containing materials, including: 166 windows,2,800 square foot of flat roofing,4,000 square foot of drywall/joint compound, 1,500 feet of pipe insulation and fittings, 9,000 square foot of floor tile and associated mastic, 240 square foot of transite chalkboards, 35,000 square foot of plaster, 600 square foot of base cover mastic, 2,100 square foot of ceiling panels, and removal of all asbestos containing insulation from separate boiler house. This abatement project is expected to take about 40 days. We should be ready to demolish the property by March, and staff is soliciting for demolitions bids now. BUDGET/TIME IMPLICATIONS: This abatement project is $375,000,half of which is to be reimbursed by DPS #61.
