The applicant shall provide to the City written consent <br /> from the property owner for all proposed locations. No licensee shall be located in a <br /> restaurant/store/office frontage right-of-way or inhibit customer traffic unless written <br /> approval has been received from said restaurant/store/office and submitted with the <br /> application.
