E. INFRASTRUCTURE <br /> 3. Privately Owned Lead Water Services <br /> Background <br /> The City's water system contains 532 miles of water mains that distribute potable water <br /> throughout the City to nearly every resident. The water system contains 29,368 water <br /> services that convey water from the City's water mains to water users. Approximately <br /> 95%of the water services are to residential customers. <br /> Chapter 64 of the City Code contains the following requirements regarding water <br /> service lines: <br /> • Residential water lines on the right of way: the City shall maintain and keep <br /> in repair the water service line from the City main to the discharge side of the <br /> curb stop which is normally located at the property line. <br /> • Residential water lines on private property:the owner of the property served <br /> thereby shall maintain and keep in repair the service line from the discharge <br /> side of the curb stop to the intake side of the water meter. <br /> • Commercial service lines and industrial service lines: the owner of the <br /> property served will maintain the service in its entirety from the tap at the City <br /> main to the discharge side of the water meter. <br /> Lead Contaminated Services <br /> Public Act 102-0613 Lead Service Line Replacement and Notification Act was <br /> approved by the Governor on August 27, 2021. The Act includes the following <br /> requirements pertaining to water service lines in the City: <br /> • The City is to prepare a comprehensive water service line material inventory. <br /> • The City is to prepare a comprehensive lead service line replacement plan. This <br /> will include the following: <br /> o Replace all lead service lines connected to the distribution system <br /> o Replace all galvanized service lines if ever downstream of a lead service <br /> line or"goose neck". <br /> The City's 2021 water service line inventory indicates the following with respect to <br /> lead service lines: <br /> • There are 29,368 water service lines in the City's water distribution system. <br /> • There are 6,305 water services that need to be addressed for lead or lead <br /> exposure. <br /> • 6,281 water services need to be replaced on the private side of the curb box. <br /> • 4,080 water services need to be replaced on the public side of the curb box. <br /> • Approximately 400 water services are commercial or industrial. <br />
