ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT DATE: February 6, 2023 TO: Mayor Julie Moore Wolfe and City Council Members FROM: Scot Wrighton, City Manager Cordaryl "Pat"Patrick, Director of Economic and Community Development SUBJECT: Resolution Accepting Grant from the Illinois Housing Development Authority Home Repair and Accessibility Program RECOMMENDATION: Staff recommends the City Council approve a resolution and enter into a grant agreement with the Illinois Housing Development Authority(IHDA) for the Home Repair and Accessibility Program in an amount not to exceed $400,000. BACKGROUND: In partnership with the Central Illinois Land Bank Authority, staff applied for IHDA's Home Repair and Accessibility Program grant, primarily to offer roof replacement for individuals living in the City's urban core. Currently, the city has a list of approximately 220 residents that are requesting a roof replacement. Due to this need, the city has committed a match for this grant in an amount not to exceed $400,000, for a total grant amount of$800,000 to be utilized over the next 24 months. Since receiving the grant award, IHDA has been asking for a rapid turn-around of a signed agreement. Therefore, Mayor Moore-Wolfe has signed the agreement to ensure the city receive these competitive grant funds that will help move the needle on neighborhood revitalization efforts. Staff recommends the adoption of the resolution, which will be Council's ratification of the Mayor's action to accept this grant. ATTACHMENTS: Conditional Commitment Letter.
