Anderson Plaza <br /> Decatur, Illinois 62523 <br /> Attn: JulieMoore Wolfe <br /> Re: Conditional Commitment Letter(this "Letter") <br /> Home Repair and Accessibility Program("HRAP") <br /> City of Decatur(52361) <br /> Dear JulieMoore Wolfe: <br /> The Illinois Housing Development Authority("IHDA")is the program administrator of the <br /> Illinois Affordable Housing Program (the "Trust Fund"), as that program is authorized by the <br /> Illinois Affordable Housing Act, 310 ILCS 65/1 et seq., as amended from time to time(the"Trust <br /> Fund Act"), and the rules promulgated under the Trust Fund Act, as amended and supplemented <br /> from time to time(the"Rules"). All capitalized terms used in this Letter and not otherwise defined <br /> shall have the meanings established in the Trust Fund Act, and if not defined there, the meanings <br /> established in the Rules. <br /> City of Decatur, an Illinois Municipality ("Sponsor")has applied to IHDA for, and IHDA <br /> agrees to make, funds available in the maximum amount of FOUR HUNDRED THOUSAND <br /> AND N0/100 DOLLARS ($400,000.00) (the "Funds") from the Trust Fund,pursuant to Section <br /> 8 of the Trust Fund Act, to make forgivable mortgage loans ("Loans") to certain Low Income <br /> Households(defined as a household income at or below 80%of the area median income)and Very <br /> Low Income Households (defined as a household income at or below 50% of the area median <br /> income) (the "Households") in connection with making repairs for health, safety, energy <br /> efficiency,or accessibility("Full or Accessibility Rehabilitation"),or if no Safety or Accessibility <br /> Rehabilitation is necessary, for repairing or replacing the roof to mitigate damage or deterioration <br /> so that the home is insurable ("Roof Rehabilitation") to approximately 15 single-family homes <br /> (the "Homes"), located in the Macon, to be identified at a later date (the "Project"). All Full or <br /> Accessibility Rehabilitation and Roof Rehabilitation will collectively be referred to as <br /> "Rehabilitation"in this Letter. <br /> The provision of the Funds shall be subject to the contingencies, terms and conditions set <br /> forth below. <br /> A.
