City Clerk DATE: 2/15/2023 MEMO: TO: Mayor Julie Moore Wolfe City Council Members FROM: Jon Kindseth,Deputy City Manager SUBJECT: Resolution Adding Territory to the Decatur Macon County Enterprise Zone-Lewis Property Development and Rentals SUMMARY RECOMMENDATION: City staff recommends approval of this item amending the boundaries of the Enterprise Zone. BACKGROUND: Lewis Property Development&Rentals is owned and managed by Mr. Steven Lewis and is currently located at 1355 St. Hwy. 121. Mr. Lewis is the current owner of parcels 12-17-04-232-001, 12-17-04-232-002, 12-17-04-232- 003, 12-17-04-232-004& 12-17-04-232-005 totaling 3.8 acres in Macon County along IL-121 and is proposing their development into a multi enterprise store front commercial building and requesting an extension of the Decatur-Macon County Enterprise to accommodate this project. Mr. Lewis is estimating a construction capital expenditure of more than three million dollars towards the development of this project which will result in the full-time employment of approximately seventeen skilled trades persons during the construction phase of this project according to BEA RIMS II Multipliers(2012/2020).Additionally,it is projected that this project will potentially enable the employment of up to 50 full-time retail and service industry individuals indefinitely. Finally,this type of employment supports 11.6 jobs per community wide for every one million dollars in revenue generated annually. The continued growth of commercial,service and retail opportunities in our community is central to its economic and social prosperity and fits within the stated goals of the Macon County Enterprise Zone.
