Definition: All or part of the local labor market area has had an annual average unemployment <br /> rate of at least 120% of the State's annual avera e unemployment rate for the most recent <br /> calendar year or the most recent fiscal year as reported by the Department of Employment <br /> Security. <br /> Twenty-four(24) out the sixty-nine census (69) track that comprise the Enterprise <br /> Zone LMA have an annual unemployment rate at or above 120%, including the <br /> census track that contains the proposed parcels. Please see provided LMA information <br /> in Tab 6 of Binder. <br /> CRITERION 3 <br /> X Poverty <br /> Select which one of the following poverty tests your LMA meets and provide documentation: <br /> X A.
