RESOLUTION NO. <br /> RESOLUTION AUTHORIZING SUB-RECIPIENT AGREEMENT BETWEEN CITY <br /> OF DECATUR, ILLINOIS AND DOVE INCORPORATED FOR RENT,MORTGAGE <br /> AND UTILITY ASSISTANCE UTILIZING CDBG-CV FUNDS <br /> WHEREAS,the City has applied for and received funds from the United States <br /> Government the U.S. Department of Housing and Urban Development("HUD")under Title 24 <br /> of the Code of Federal Regulations, Part 570 and 2 CFR Part 200 of Uniform Administrative <br /> Requirements, Cost Principles and Audit Requirements; and, <br /> WHEREAS, the City has received Community Development Block Grant(CDBG-CV) <br /> funds to be utilized to prevent,prepare for, and respond to coronavirus; and, <br /> WHEREAS, the City wishes to engage the Sub-recipient to assist the City in utilizing <br /> such funds in accordance with HUD guidelines and Federal regulations; and, <br /> WHEREAS,Dove Inc.'s mission is an organization that engages religious institutions, <br /> volunteers, and advocates seeking to coordinate efforts to address unmet needs and social <br /> justices. These needs are met through coordinated programs focusing on domestic violence, <br /> homelessness, education, volunteer and community empowerment, and individual emergency <br /> need fulfillment. Dove works for justice, equality, and understanding among all people; and, <br /> WHEREAS,the City has determined that Dove Inc., has the capacity to administer and <br /> implement rent,mortgage and utility assistance. <br /> NOW, THEREFORE, in consideration of the mutual promises and covenants, it is <br /> agreed between the parties hereto the following: <br /> SECTION ONE. The City agrees to appropriate an amount not to exceed Two Hundred <br /> and Fifty Thousand Dollars($250,000) from its portion of the CDBG-CV funds to Dove Inc. for <br /> rent,mortgage and utility assistance. <br /> SECTION TWO. That the City Manager, Deputy City Manager,Director or Assistant <br /> Director of Economic and Community Development is authorized to enter into an Agreement <br /> with Dove Inc. in accordance with the requirements of the U.S. Housing and Urban <br /> Development CDBG-CV funds. <br />
