COMMUNITY DEVELOPMENT MEMORANDUM <br /> February 21, 2023 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Cordaryl M. Director Economic and Community Development <br /> SUBJECT: Resolution Approving Sub-recipient Agreement with Dove, Inc. for Rent, <br /> Mortgage and Utility Assistance Utilizing CDBG-CV Funds <br /> RECOMMENDATION: Staff recommends entering into a sub-recipient agreement <br /> with Dove, Inc.,to administer the City's rent, mortgage and utility assistance program to <br /> Decatur residents in the amount not to exceed $250,000. <br /> BACKGROUND: Since the start of the pandemic, the city's Economic and Community <br /> Development Department has been one of the recipient and administrator of relief funds <br /> that have come directly from the Federal government and State government. As such, the <br /> City has received Community Development Block Grant Coronavirus (CDBG-CV) funds <br /> from the U. S. Department of Housing and Urban Development, to be utilized to prevent, <br /> prepare for, or respond to the coronavirus. These funds must be expended by September <br /> 2023, so staff is recommending a portion of the funds goes to Dove Inc., to be utilized for <br /> rent, mortgage and utility assistance. As Council may know, the City had an agreement <br /> with Dove Inc. during the height of the pandemic to provide these services and it was <br /> successful. According to Dove, due to the spike in coronavirus related activities, there is <br /> a renewed need for rent, mortgage and utility assistance in Decatur to help prevent <br /> families from being at risk of homelessness. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: Dove Inc. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact <br /> Cordaryl M.
