MEMO
DATE: March 6, 2023
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Scott Wrighton, City Manager
Jon Kindseth, Deputy City Manager
SUBJECT: Resolution Authorizing an Agreement between the Staley Family Foundation and the City
of Decatur
RECOMMENDATION: It is recommended by staff that this item be approved as presented and the
funds are accepted to be used as defined.
BACKGROUND:This year is the Centennial(100 years)of the creation of Lake Decatur by A. E. Staley.
The City and a committee of stakeholders and volunteers have been planning a summer celebration of this
priceless community asset. The Staley Family Foundation has committed to underwrite the bulk of the
celebration's expenses.
Additionally, with this agreement the Staley Family Foundation has committed additional funds to help
the City of Decatur in sustaining good stewardship and watershed management of Lake Decatur. In total,
this agreement with the Foundation, provides $675,000.00. With acceptance of this agreement, the City
agrees to rename the current basin, known as "Basin 3" to "Staley Basin," along with signage and
historical plaques commemorating the Staley Family and their significance in Decatur. Lake Decatur
would likely not exist today if it were not for the vision of A. E. Staley. This agreement forms a continued
partnership and recognizes those contributions.
This agreement is a model for other potential donors that would like to contribute to the City's desire to
adequately plan, fund and implement best practices of watershed management.
STAFF REFERENCE: Should the City Council have any questions, they may contact Jon Kindseth at
217-450-2323 or jkindseth(a)decaturil.gov, or Ryan Huffer at 217-450-2249 or rhufferAdecaturil.gov.
BUDGET/TIME IMPLICATIONS: This agreement provides for a private donation to the City of
Decatur in the amount of$675,000.00 over the next 4 years.
