Appendix to Agreement with the Staley Family Foundation
This document is attached to the Agreement approved and executed by the Decatur City
Council on April 3, 2023 with the Staley Family Foundation, and is made a part of this same
Agreement as if fully set forth therein, and is intended to provide additional detail on lake
improvements in the Staley Basin to be made by the City with funds provided by the Staley
Family Foundation, as they are received by the City in 2023, 2024 & 2025, all in accordance with
the provisions of the April 3, 2023 Agreement.
1. Signage
The city will fabricate and install, using outside contractors and vendors, two (2)
decorative signs looking substantially like the ones pictured below and labelled as "inset
#1," the first to be placed at the new Staley Boat Ramp in the Staley Basin adjacent to
Country Club Road, and the second in Nelson Park on the edge of Basin #2, between the
lake and the pedestrian path linking the Boathouse Restaurant and the Devon
Amphitheater, as more precisely determined by the Decatur Park District. These signs
will explain the history of Lake Decatur, and the role of A.E. Staley in the lake's creation
and other Decatur community projects he sponsored during his lifetime (with historic
and content oversight provided by the staff of the Staley Museum).
The city will also fabricate signage visible to boaters and mounted on bridge piers
denoting that they are entering the Staley Basin, and erect other signage labelling the
Staley Basin at places where the general public can access the Staley Basin.
The city will also fabricate historical signage at the lake's edge in the Staley Basin near
the site of the former Staley Pump House and hot water drainage ditch explaining how
these features supported A.E. Staley's business (see example as "inset #5).
The city will also, in accordance with its existing rules for designating honorary street
names, re-name the four street sections surrounding the city block where the Staley
Museum is located as "Staley Square."
2. Boat ramp area adjacent to Country Club Road
The city will reconstruct and improve the existing boat ramp area on the edge of the
Staley Basin adjacent to Country Club Road and as shown on the attached diagram,
labelled as "inset #2," and add lake-edge protection, known as "Flexamat" (illustrated
here as "inset#4), insofar as funds provided by the Staley Foundation allow. Thereafter
this boat ramp and lake access will be relabeled, signed and identified as the "Staley
Boat Ramp."
3. Lookout points on the southwest side of the Staley Basin
The city will reconstruct and improve existing properties between the Lake Shore Drive
right-of-way and the edge of the Staley Basin on the southwest side of the Staley Basin,
