The City has not received any correspondence regarding the SCSAA from the USEPA since the <br /> November 30, 2017 revision was submitted. The Consent Order originally required that all <br /> work be completed by December 31, 2020. <br /> In the October 2020 study session focused on the storm and sanitary systems, direction was <br /> provided to City Staff to proceed with the Ellen and Division and Basin 5/6 Areas. <br /> Ellen and Division Inflow and Infiltration (I&I) Program <br /> In early 2021 a professional services agreement was entered into with AECOM to provide bid <br /> specifications and plans to rehabilitate the Ellen and Division Area. The rehabilitation consists <br /> of the lining of the public sewers, manholes and private laterals. The successful removal of the <br /> I&I depends on the rehabilitation of the private sewer laterals along with the sewer main as the <br /> private laterals can make up half of the total length of the sewer system. <br /> The goal of the rehabilitation is to remove enough wet weather sewer infiltration to not need any <br /> additional work in the sewer basin. If the project does not achieve a sufficient reduction,the next <br /> step is to construct wet weather storage facilities for the system to overflow into. Storage <br /> systems are expensive and maintenance intensive. <br /> The Ellen and Division Basin limits are shown in the attached location map, the project includes <br /> approx. 23,100 feet of public sewer lining and 29,000 feet of lateral lining. The contractor is <br /> required to contact the property owner and execute an easement and release letter prior to <br /> completing the work on private property. <br />
