-2-
The MSC roof is original to the structure and was coated with a water proofing material in 2002.
The roof is now in need of major improvements which could entail a new coating or full
replacement. As part of these professional services, AEX will recommend and design a roof
improvement. In the future (not part of this project), it is recommended that solar panels be
added, and other roofing improvements be made to better protect city vehicles and equipment.
The MSC has two main entryways, one for the Municipal Services Division and the other for the
Water Services Division. Staff members must go through the men's and women's restrooms to
move between the main office areas. The 2017 AEX facility study recommended that this
internal circulation be improved. The proposed professional services include design of an
addition to the front of the building to create a more direct access between the two major office
areas.
Decatur Public Library Improvements—The City needs to upgrade the Library Buildings
HVAC system, recoat the roof, and make other site upgrades. The City Council authorized these
improvements in the 2023 budget. As part of this work, it is proposed that AEX perform the
following services:
• Provide design services to re-roof the building.
• Provide design services to repair the masonry planter walls around the perimeter of the
building.
• Provide contracting assistance to replace or upgrade the building's main chiller.
Decatur Civic Center Improvements within City utilized space—As discussed in previous
meetings, the City would like to upgrade security screening at the City offices in the Civic
Center, while simultaneously anticipating facility improvements recommended by the H&LA
"highest and best uses"report for the Civic Center. The City Council allocated$200,000 in the
2023 budget for Civic Center facilities planning and security enhancements. Staff recommends
that the first phase of this project consist of designing spaces for additional meeting rooms and
other recommendations from the H&LA report; "hardening"existing entrances, tightening
procedures for access points and meeting venues, and mitigating security other vulnerabilities.
To move offices around, we need to conduct a comprehensive space analysis of all City of
Decatur uses of the Civic Center. It is proposed that AEX perform the following services to get
the city started on these phase one tasks:
• Provide space analysis of the building.
• Provide a security assessment and recommendation to reduce our vulnerabilities.
• Oversee the access "hardening"upgrades coming from the security assessment.
Other than security improvements, no remodeling is anticipated in 2023 (this would be phase
two work)
POTENTIAL OBJECTION: None foreseen. Staff will coordinate with library and Civic
Center leadership.
