f
RCPP Project ID:2724
Yes
Yes, Please Describe
100% of practice cost. The landowners and growers being targeted
for this program do not currently engage with the NRCS or
participate in existing programs, largely a result of financial
constraints associated with a major change in management practice
(IE cover crops)which ads additional risk. Higher payment rates will
allow us to help landowners/growers better manage risk and adopt
practices that will ultimately become part of their farming
operations.
Are there any additional Priority Payment Scenarios that are not captured
Practice/Activity/Payment above?
Scenario Considerations No
Yes, Please Describe
Up to 100% of practice cost.
Practices/activities/payment scenarios potentially contrary to project
;purposes (Please list any practices/activities/payment scenarios that a
partner does not want to include)
none.
Other Practice related Considerations?
Provision to include new species of cover crop such as covercress, and
ability to enroll partial fields for cover crops and tillage management
such as on HEL soil units or as field borders, and some reasonable
flexibility in cover crop seeding rates and timing if supported by field
trials in the area. Ability to evaluate the efficacy for new Climate
Smart fertilizers under the umbrella of a nutrient management
practice. Ability to utilize or harvest cover crops in certain situations.
Other activity related considerations?
none.
Other Payment Scenario considerations?
Ability to fund development of soil heath management plans -this is
not currently available in Illinois.
Discuss NRCS payment rate methodology, and expectation of
comparability with rates in other NRCS program.
Document atypical payment rate needs by practice/activity (e.g. above or
below related covered program payment percentages
The need for this is based on several factors. Inflation is running high
and expected to do so well into the future and current payment rates
are not keeping up. NRCS is behind at least a year in updating cost
scenarios. Our program is targeting landowners that DO NOT
currently participate in USDA programs or deploy conservation
practices on their ground and are the responsible for the majority of
sediment and nutrient loading in the watershed. Lack of participation
is typically the result of inadequate incentives and the time and
Page 27 of 51
