RCPP Project ID:2724
RCPP team has developed a map-based erosion prediction and
quantification model using the old USLE methodology. This model
will be used to quantify reductions to Lake Decatur from the
application of RCPP practices, making RUSLE2 potentially
redundant. Furthermore, the map-based model can be used to run
endless simulations on a field or groups of fields thereby substantially
increasing efficiency. If agreed upon by NRCS,we propose
comparing results to a series of RUSLE2 runs, and if the numbers
are found to be statistically similar, utilize the model in leu of the
RUSLE2 requirement. This could potentially save up to 2 hours of
staff time per contract. 2) Currently RUSLE2 is used to quantify soil
erosion (and soil saved) edge-of-field and does not account for
delivery to Lake Decatur. Furthermore, RUSLE2 does not include
associated nitrogen and phosphorus loading. Using the model
described previously, our team will supplement results from each
field to quantify delivered sediment to Lake Decatur versus just
edge-of-field and report/quantify reductions in total nitrogen and
total phosphorus.
Section 1B—Technical Assistance(TA) Expectations for Land Management Activities
General Expectations. The principal role of the PPA agreement in general with respect to TA is to document
expectations related to the division of the available TA into NRCS and partner TA pools as detailed in the
negotiated Table of Deliverables. Though some movement between these pools (and financial assistance
[FA] activity types) is allowable once PPA is in place, projects based on realistic expectations and carefully
developed Tables of Deliverables will face fewer delays and complications.
Technical Assistance funding for supplemental agreements (Partner TA-I or PTA-1) may be budgeted only to
support one or more eligible RCPP FA activities. NRCS will consider Partner TA-I requests in terms of
ensuring that the limited TA-1 available in this project is used appropriately to support implementation of FA
activities. NRCS lead state shall be responsible for determining when, and under what terms, partner
provided TA-I will be available.
Table 1B-1 documents common TA-I tasks associated with NRCS administration of Land Management
related TA related project activities.
Table 1B-1: RCPP Land Management: Required and Typical TA Tasks
NRCS will retain TA-I for the following tasks:
Project and agreement management to include:
• Developing and managing PPA with Lead Partner
Page 30 of 51
