RCPP Project ID:2724
tenant farmer to consider prior to sign-up. Outputs include:
field/conservation plan and map (similar to those produced by NRCS
staff but formatted in a slightly different fashion), a description of
proposed practices and extent, estimated costs and a
reimbursement/cost-share schedule and amount(including additional
TA Category partner incentives if applicable), management and maintenance
considerations and requirements (if applicable), and a description of
next steps sent to NRCS staff to enter into CD and CART for ranking
purposes. The applicable information will be entered into the CPA-52
form by qualified and experienced individuals and registered TSPs
and reviewed and approved by the local DC/NRCS staff. 4) Step 7-
make decisions. The Lead Partner and other qualified staff will work
with the applicant to select and finalize activities and the "plan," and
determine responsible entities for implementation such as needed
contractors. Note: steps 1-7 will be performed by qualified and
experienced individuals and registered TSPs (IE Level 1-3
Conservation Planner) and follow NRCS standards, rules and
specifications as applicable to the proposed task. 5) Step 8 -
implement the plan. Given the focus of the Decatur RCPP is on
in-field management practices including cover crops, tillage and
nutrient management, structural design services will be limited. For
structural practices, all survey, testing, analysis, final design, job
sheets, and cost estimates will be prepared by registered TSP's for a
given practice. As noted in previous Exhibit questions,we are
requesting strong coordination between NRCS and work performed
by a registered TSP, especially when completing CPA-52 forms. We
feel it is unnecessary for NRCS staff to take on this entire burden if
TSPS and qualified individuals can assist. It is understood that review
and approval from the local DC/staff will be required. All designs will
meet or exceed NRCS standards and specifications. Installation
activities including site layout,pre-construction meetings, on-site
oversight, design modifications, operation and maintenance plans,
checkout and associated documentation will be performed by
registered TSPS retained by the Lead Partner. The NRCS will
process landowner/grower payments. For in-field practices (cover
crops, tillage and nutrient management), qualified Lead Partner staff
and contractors with demonstrated knowledge and experience as well
as registered TSPs (Level 1-3 Conservation Planner)will complete
needed work including job sheets, RUSLE2 calculations and outputs,
usage of the Midwest Cover Crop Selection Tool, and operation and
maintenance considerations. Registered TSPS will be used to
complete and sign off on all Nutrient Management Plans and oversee
and manage work products prepared by other qualified individuals,
certified agronomists and crop advisors. Any job sheets or necessary
paperwork associated with Nutrient Management Plan
implementation with be completed by the same qualified team. 6)
Step 9- evaluate the plan. The Lead Partner and qualified staff or
contractors will conduct follow-up visits for operation and
maintenance, evaluation, monitoring and reporting. It is expected
that the NRCS will perform any post-project covered program land
management contract support.
