r RCPP Project ID:2724
Document how lead Partner will idenfity bundles and coordinate delivery
of bundled applications to NRCS. Include: Parnter methods/tools, means of
communications, timing,etc
Landowners will be targeted in priority subwatersheds and bundling
Assessment and Ranking: is proposed in situations where a grouping is critical to the success of
Partner Building the RCPP and will generate greater outcomes and better achieve
program goals.
Document how NRCS will prioritize partner bundles during assessment and
ranking (e.g. via ranking questions or another method)
Within ranking questions.
Document planning expectations for Rental awards:
Please describe Rental period rationale
We propose a rental agreements ranging in duration from 1 to 5
years. The period and will depend upon needs of a particular
program component. For example, our harvestable perennial grass
program for marginal ground will rely on a minimum of 5-year
agreements for grass establishment followed by offtake agreements
from our contributing partner (FDC Enterprises). For our hemp
pilot, we are requesting minimum of 1-year rental agreements up to a
maximum of 4. Rates will be commensurate with needs to incentivize
the producer, licensing and associated partner contribution
maximums. For all other rental related activities including
conversion to organic, harvestable cover crops, cover crop placement
Planning Consideration on portions of fields (strategic locations to maximize reductions in
sediment and nutrient loading),we propose to offer a minimum of
2-year contracts up to a maximum of 5 years depending on
landowner willingness and level of water quality benefits achieved.
For example,we will encourage and issue longer term contracts for
those locations that are critical from a sediment and nutrient loading
perspective. Rates will be commensurate with needs to incentivize the
producer,practice type and outcomes achieved.
Project require integration of RCPP Rental activity awards with other
RCPP activity awards?
No
Other Planning Expectations
No.
RCPP will generally follow standard application processes allowing for
continuous sign-up periods with periodic cut-offs/funding cycles
Additionally, producer contracting activity may also be subject to annual
software or policy limitations.
Document Expectations for Obligations
Will NRCS attempt to accelerate obligations based on applicant demand?
