R
RCPP Project ID:2724
Yes
Below Covered Program Payment Percentages
No
Rental Rate Recommendations Provide an explanation for the deviation from similar covered program
and Rationale payment rates.
Soil rental rates will not be used but rather the rate needed to
supplement a producers income for practices that will benefit water
quality in Lake Decatur and are otherwise restricted under
traditional programs such as CRP.
NRCS shall consider in light of project resource concerns, historic
participation, rates necessary to encourage participation, rates in other
NRCS programs, and other rationale. State conservationist may approve
rates equivalent to the highest rates available for similar activities in the
'state (e.g. 90% for p-practices, standard CSP rates for enhancements);
higher rates (not to exceed 100%)may be allowed, but only with national
review and express written approval.
Project/activity wide AGI applicably waiver:
Partner requesting AGI applicability waiver for all producer participants in
this activity type?
Yes
If yes, document justification below. NRCS to process waiver request per
NRCS policy, and parties to update exhibit based on NRCS determination:
Many large landowners operate in the Lake Decatur Watershed and
are known to have ground being targeted under this RCPP.
Adjusted Gross Income Exclusion based on AGI will severely limit our ability to execute the
(Producer Contracts) program in scope and on fields critical to achieving our nutrient and
sediment reduction goals.
Application/participant level AGI waivers (Do not complete if
"applicability" wavier is approved for this RCPP Activity Type, or the
project generally.):
Document Lead partner support(or lack of support) for AGI waivers in this
project at the application/participant level.
Not applicable.
Other conservation flexibilities: Document Flexibilities not captured elsewhere
Contracting Considerations All described elsewhere.
In circumstances where existing tools, methods and flexibilities are
;,insufficient to fully address project needs, a project may include negotiated
conservation innovations.
