Exhibit A
Scope of Services
Consulting Engineer will provide the following Services to City:
1. Conduct a face-to-face kickoff meeting for the project and collect additional information, including
the following:
a. Distribution system improvements installed by City since the 2018 modeling.
b. Updated water system demand data for the last three years.
C. Current and proposed City zoning map for the area of development to be considered as part
of the evaluation.
d. Planning reports by others indicating future population and demand projections for City's
water system.
e. Proposed distribution system improvements included in City's capital improvement program.
f. South Water Treatment Plant capacity-related information and design criteria.
g. Other information necessary for water system modeling.
2. Review data requested from City and develop probable water system basic supply capacity and
demands for serving the proposed development areas for use in water system modeling for approval
by City.
3. Update City's water system model with current and future planned improvements using the
additional water system demands for the proposed development.
4. Develop current and future model scenarios, with input from City, based on increased demands
resulting from new City developments in the Northeast Zone.
5. Perform steady state and extended period simulations(EPS), using the updated model calibrated as
of 2018,to predict the performance of the distribution system based on:
a. Simulated growth in the Northeast Zone without additional water system modifications.
b. Simulated growth in Northeast Zone with previously evaluated modifications.
C. Simulated growth in the Northeast Zone as a separate pressure zone and with previously
evaluated modifications.
d. One additional scenario if the need for additional system modifications to meet projected
demand in the Northeast Zone development area is greater than those previously evaluated.
6. Prepare a draft technical memorandum describing the steady state and EPS conditions modeled in
the four scenarios above for review and discussion with City via videoconference.
7. Perform additional modeling for the two scenarios selected by City based on technical
memorandum review comments and input.
A-1
