4/10/23,5:00 PM Item Coversheet <br /> in <br /> Public Works <br /> DATE: 4/10/2023 <br /> MEMO: 2023-36 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Approving the Expenditure of City Funds to Purchase and Install Two(2)Emergency Warning Sirens <br /> SUMMARY RECOMMENDATION: <br /> It is proposed that the City Council approve the attached resolution authorizing the mayor to sign and the City Clerk to attest to the <br /> expenditure of City funds in the amount of$42,953.00 to Federal Signal Corporation for the purchase and installation of two <br /> Federal Signal outdoor emergency warning sirens. <br /> BACKGROUND: <br /> The City currently has 21 outdoor emergency warning sirens.In 2015 the City began replacing the outdoor warning sirens due to <br /> the age of the system and the limited availability of replacement parts. At that time,competitive quotes were received and it was <br /> determined that Federal Signal Corporation provided the best value to the City for providing emergency warning sirens. The <br /> Federal Signal siren is the most popular siren in Central Illinois and is compatible with the City's radio system. As part of this <br /> replacement program,to date,the City has replaced 9 of its 21 outdoor emergency warning sirens. <br /> The warning sirens located at Greenswitch/27th Street and Brush College/Harrison were installed in 1996 and are currently our <br /> most problematic sirens as opposed to the preliminary locations identified in the 2023 budget. These sirens have had outages in <br /> recent years,along with battery acid corrosion due to battery failure,failing chargers,relays and deteriorated wiring,RTU boards <br /> have been repeatedly replaced,and all plastic,metal and flexible conduits have deteriorated due to age and exposure. <br /> SCHEDULE: Following approval by the City Council the Outdoor Warning Sirens will be purchased,and the installation <br /> scheduled.The new Outdoor Warning Sirens should be installed and commissioned within 60 days of the receipt of the equipment, <br /> weather permitting. <br /> PRIOR COUNCIL ACTION: No prior Council action has been taken on the purchase of these outdoor emergency <br /> warning sirens. <br /> POTENTIAL OBJECTIONS: There are no known objections to this request. <br /> STAFF REFERENCE: Matt Newell,Public Works Director,Richard Baker,Municipal Services Operations Supervisor.Matt <br /> Newell will be present at the Council meeting to answer any question of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for the expenditure is available in the 2023 Traffic and Parking General Fund budget. <br /> Staffing Impact: Staff time has been allocated. <br /> ATTACHMENTS: <br /> Description Type <br /> https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ltemID=4336 1/2 <br />
