TRANSPORTATION SERVICES DEPARTMENT
May 1, 2023
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Scot Wrighton, City Manager
Lacie Elzy, Transportation Services Director
SUBJECT: Resolution Accepting Rush Truck Centers Invoice for Bus Engine Rebuild.
RECOMMENDATION: City Staff recommends City Council approve the attached Resolution
authorizing payment of$25,871.37 to Rush Truck Centers for the bus engine work completed.
BACKGROUND: City owns 23 fixed-route buses of which all buses are needed to maintain
fixed-route services including fixed routes, school trippers and community events. These buses
are in constant status of maintenance and repair due to daily use and high mileage. Of the 23
fixed-route buses,five(5) are circa 2009 and require an increasing number of repairs.
The MV Maintenance team received a quote from Rush Truck Centers for extensive engine
repairs on bus 9022 that originally was under the $20,000 threshold for City Council approval.
Once the work commenced, the bus engine required more work and man hours than originally
planned to cause the final invoice to exceed$20,000.
Although the FY2023 budget provided for service to maintain Revenue Vehicles and Parts for
Revenue Vehicles, I did not get specific council approval ahead of time for this work. I regret
this oversight but am confident that this work needed to be completed in order to keep our
Transportation System operational without the possibility of reducing service.
POTENTIAL OBJECTIONS: None anticipated.
STAFF REFERENCE: Should the City Council have any questions, they may contact Lacie
Elzy, at 217-542-3559 or Lelzy@decaturil.gov
BUDGET/TIME IMPLICATIONS: Approve the attached Resolution authorizing payment of
the Rush Truck Centers Invoice.
