April 27, 2023
TO: Decatur City Council Members
FROM: Julie Moore Wolfe, Mayor
RE: Special Mayoral Appointments
Mayoral elections trigger other appointments that correspond with the term of the mayor
under provisions of state law. I have proposed the following appointments, and request their
confirmation by the City Council:
1. Lisa Gregory to the post of Mayor Pro-Tem
2. Kim Althoff to the post of City Clerk
3. Ruby James to the post of City Treasurer
For many years the mayor has appointed existing staff members to the positions of City Clerk
and City Treasurer in the interests of efficiency, continuity and professionalism. The city
manager appoints the Chief Financial Officer and head of the Finance Department; I appoint the
same person to serve as the City Treasurer. The city manager appoints a staff member to
handle liquor license issuance and a broad range of other administrative duties; I appoint the
same person to serve as the City Clerk.
