1 <br /> Besides the reduced cost delta, it is recommended that Alternative 3 be approved for other <br /> reasons: <br /> 1. Although it may be possible to obtain a permit to de-combine storm and sanitary <br /> sewer flows only to re-combine them again and send all flows to the Sanitary District <br /> for treatment,this is not a recommended practice; it will not reduce Sanitary District <br /> flows and treatment costs, and it is contrary to the sewer separation <br /> recommendations of the USEPA, dating from the city's agreement with the Federal <br /> Government(not filed in court or recorded as a consent decree)when basement <br /> back-ups were much more numerous. <br /> 2. The area of the city south of the US 36/Norfolk-Southern Railway corridor is also <br /> chiefly served by combined sewers;so if the city wanted to continue sewer <br /> separations in this area in the future, it could do so with greater ease and less cost if <br /> a mainline storm sewer already traversed these neighborhoods. <br /> 3. The city has informally committed to gradually taking steps to reduce total sewer <br /> flows into the treatment facilities of the Decatur Sanitary District through various <br /> strategies such as sewer separations,sewer linings,sewer repairs, disconnecting <br /> downspouts from combined sewers,etc.;Alternative Sa is not compatible with this <br /> commitment. <br /> Since the City Council has already approved the design engineering contract, a simple motion <br /> selecting either Alternative 3 or Alternative 5a is requested at this time.This decision is time <br /> sensitive not just because staff wants to keep this project moving, but also because if <br /> Alternative 3 is approved,the city will coordinate with the Decatur Park District yet this year to <br /> install a section of the storm pipe in Fairview Park so it is installed ahead of a planned project by <br /> the district to construct a new playground that happens to be planned on top of the likely route <br /> of the proposed storm sewer. <br /> Additional background documents detailing staff's Alternative 3 recommendation is attached. <br />
