Exhibit A— Scope of Services Detailed Phase III Engineering Scope of Services Brush College Road at Norfolk Southern Railroad and Faries Parkway AECOM Technical Services, Inc. For Decatur Illinois April 26,2023 General This document serves as the scope of services for Phase III Construction Engineering Services for an overpass carrying Brush College Road over the Norfolk Southern Railroad and Faries Parkway in Decatur, Illinois. This is the basis for an agreement with the City of Decatur, Illinois. The scope of work has been broken down into the following tasks: Task 01000 Field Work Task 02000 Office Support Task 03000 Project Management Task 04000 ODC Task 05000 Quigg Engineering, Inc Task 06000 WHKS & Co. Project Understandine It is our understanding that Phase III Construction Services are required for the construction of Brush College Roadway over Faries Parkway and Norfolk Southern Railroad Section 09-00933-01-BR Contract Number 95893. City Project Number 2009-33. The project includes a two-span bridge, multiple retaining walls and approach roadways including off system roadways. The project includes watermain relocation and storm sewer installation requiring jack and bore operations under two railroads,the Norfolk Southern and Illinois Central (CN) Railroads. The project will be stage constructed to maintain traffic and requires the use of detour routes. Faries Parkway will maintain traffic flow while sections of Brush College Road will be closed at times utilizing the detour routes. The closure of the south leg of Brush College Road at the existing railroad underpass should be minimized when possible. The project timeline for manpower planning is from September 1, 2023 —September 30 ,2026. It is anticipated that the PS&E will be on a August 4,2023 letting. It is assumed for this estimate that the Contractor will have substantial completion by August 14,2026. Roadway Reconstruction Limits The project limits on Brush College extend from station 46+59.44 just north of the existing NS RR viaduct to station 78+00 just north of Harrison Street. The work will include improvements to Faries Parkway station 205+00 to 235+50,and a connector roadway between Faries Parkway and the new Brush College Road overpass. Access roadway improvements will include James Street,Logan Street, a new Access Roadway for Harrison Ave(west leg),Harrison Ave(east leg), a Cul-De-Sac on Olive Street, and Access Roadway from Harrison Ave to the Lutheran Cemetery. Task 01000 Field Work The AECOM team has the skills, knowledge,and ability to effectively manage this project and to coordinate Phase III Services for the City of Decatur(City). The AECOM team will provide services for this contract as established in this scope of services,per the schedule established for Phase III. It is anticipated that the Contractor will work five days per week with reasonable overtime and occasional Saturdays. For this estimate the RE,Assistant RE and Construction Observer as well as the Document Engineer will work overtime hours with occasional Saturdays during the construction season from March through November.
