OFFICE OF THE CITY MANAGER May 15,2023 TO: Honorable Mayor Julie Moore Wolfe and City Council Members FROM: Scot Wrighton, City Manager Jon Kindseth, Deputy City Manager Lacie Elzy, Transportation Services Director SUBJECT: Resolution Authorizing Application Submittal and Execution of the Technical Assistance Grant With IDOT Office of Intermodal Project Implementation. RECOMMENDATION: The attached Resolution allows for the City of Decatur to submit the application for the Illinois Department of Transportation's Technical Assistant Planning Grant in the amount of$222,000. BACKGROUND: In the past,the City of Decatur has been awarded a Technical Assistance Planning grant from IDOT,referred to internally as the Route Study. Rebuild Round I and Rebuild Round II grants. The Route Study will allow us to allocate our resources where we need them while optimizing the route system and increasing ridership. Th i The C of Decatur is now applying for another round f d o IDOT's Technical tYAssistant Planning Grants. This grant will allow for a feasibility study to be conducted, in which intercity coach service would be used to connect the City of Decatur to the Amtrak stations in Springfield and Champaign with a longer-term goal of connecting Amtrak to Decatur via Champaign-Decatur-Springfield. We recognize that although the City of Decatur is home to multiple rail companies,we have no passenger/commuter rail stations nor connectivity to passenger/commuter rail stations in surrounding cities. Any award for professional planning services will be presented to council at a later date. If the grant is awarded there will be a$37,000 local match,which the City can pay from Transit ARPA funds. POTENTIAL OBJECTIONS: Staff is not aware of objections.
