ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT
MEMO: No. 23-09
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Scot Wrighton, City Manager
Cordaryl "Pat"Patrick, Director, Community Development
Michael Snearly,Neighborhood Inspections Manager
DATE: May 15, 2023
SUBJECT: Resolution Authorizing the Execution of Payment to Steve's Trucking for
Emergency Demolition of Vacant Building at 712 W. Packard.
SUMMARY RECOMMENDATION: Staff recommends approval of the attached resolution
authorizing execution of payment for demolition of said dwelling.
BACKGROUND: The structure at 712 W. Packard was heavily damaged by fire on April 25,
2023. It was determined by the City of Decatur Neighborhood Inspections Manager that the
building sustained enough catastrophic damage due to the fire, that it was in immediate danger of
collapse. The City Manager used Emergency Authorization to approve the immediate demolition
of this building. Prior to the fire this building was on the demolition list and slated to be put out
to bid for demolition in June 2023. Emergency demolitions are avoided whenever possible
because they are almost always more expensive, but when the threat to public safety is acute and
imminent, emergency actions are justified.
POTENTIAL OBJECTIONS: No known objections to this resolution.
INPUT FROM OTHER SOURCES: Jessica Coleman, Purchasing Supervisor; Michael
Snearly, Neighborhood Inspections Manager.
BUDGET/TIME IMPLICATIONS: None
STAFF REFERENCE: Any additional questions may be forwarded to Cordaryl"Pat"Patrick
at 217-450-2335 or Michael Snearly at 217-450-2347.
