Love Learning and Laughter Daycare (LLLD) is owned and operated by Cherri Johnson. LLLD
has been a state of Illinois licensed daycare since January 2019. Mrs. Johnson has been in business
for four years but has been in the daycare industry and business for over 18 years. Mrs. Johnson
was born and raised here in Decatur and has worked in every aspect of a daycare facility, including
a bus monitor, director and now owner and operator.Mrs.Johnson worked as a school-age Teacher
and Assistant Director at Wee Folks Daycare from March 2013 until May 2017. She was
responsible for ensuring the ratios of the classrooms were in accordance with licensing standards,
assisted with the student enrollment process, conducted staff and childcare orientations, managed
employee onboarding, conducted parent/teacher conferences, and lesson planning for children
ages 6-12. Mrs. Johnson also served as the Director of Little Minds Learning Center from May
2017 to January 2019. She was responsible for the day-to-day operations and getting the facility
state licensed and operating. Within three months of the facility opening, it was at 75% capacity.
Mrs. Johnson currently has a waiting list and the demand for childcare is very high. However, due
to her limited capacity with at-home childcare, she is unable to help meet this demand. Having
this former daycare building will allow her to continue to grow to meet the demands of the
community for more childcare openings.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: Park District,Childcare Operator, and Great Streets Great
Neighborhoods Steering Committee.
STAFF REFERENCE: Should the City Council have any questions, they may contact Cordaryl
M. Patrick, Director of Economic and Community Development, at 217-424-2727 or e-mail
cpatrickg&caturi1.gov.
