SUMMARY RECOMMENDATION: It is recommended that the City Council adopt the attached Resolution Authorizing a Managed Support Agreement with Concentric Integration,LLC for South Water Treatment Plant SCADA system upgrades for a fee not to exceed$68,650. BACKGROUND: The majority of the South Water Treatment Plant's critical infrastructure is operated by a sophisticated Supervisory Control and Data Acquisition(SCADA) system The system consists of a large number of interconnected mechanical, electrical and digital hardware and software components. City staff is able to correct minor issues and perform minor repairs to the system; however, more complex challenges must be dealt with quickly by experienced service providers. In 2014, as part of the Energy and Water Efficiency Services Agreement with Johnson Controls hie., B&W Control Systems Integration, LLC (now Concentric Integration, LLC) provided significant upgrade and expansion services to the SCADA system City staff were impressed with the firm's technical expertise,performance and expedient service. Since then, the firm has provided SCADA support services to the City. There are other firms that can provide these services however they do not have the detailed experience with the City's SCADA system that is necessary to provide high quality and highly responsive SCADA services. Annual fees vary depending on when specific SCADA hardware and software support and extended warranty agreements need to be renewed and the constantly evolving nature and cost of digital equipment,software and warranties. In order to align the agreement with the City's fiscal year and annual budgeting process, this agreement is for 20 months from May 1,2023 through December 21,2024. Concentric hitegration provides the following services. Details are listed in the corresponding page numbers: • Continuous proactive system maintenance(pages 5,6,7&9) • Technology& SCADA budget planning(page 7) • 24/7 Emergency assistance and repair services(page 8) • Renew hardware and software support and extended warranty agreements(page 10) These services are annually included in the Water Production operating budget. It is recommended that Concentric Integration be awarded a 20 month agreement effective May 1, 2023 through December 31, 2024 for a fee not to exceed$68,650. PRIOR COUNCIL ACTION:
