6/14/23,9:30 AM Item Coversheet
in
Public Works
DATE: 6/12/2023
MEMO: 2023-62
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matthew C.Newell,P.E.,Public Works Director
SUBJECT:
Resolution to Appropriate Motor Fuel Tax Funds for Restoration of Streets and Highways by Municipality under the
Illinois Highway Code
City Projects 2023-08,Asphalt
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to sign and the City Clerk to
attest to the following:
1.Appropriating$1,300,000 in State Motor Fuel Tax(MFT)funds for the proposed 2023 Street Restoration project,City
Project 2023-08,Asphalt;and
2.Appropriating$200,000 in State MFT funds for the proposed William Street Railroad Crossing Closure project,City
Project 2022-37.
BACKGROUND:
State Motor Fuel Taxes are levied and collected by the State of Illinois; funds are allocated to local agencies and are administered
by the Illinois Department of Transportation(IDOT). The City is required to adopt a resolution specifying the allocation of State
MFT funds to their intended projects. IDOT must receive an MFT appropriation before they will approve the expenditure of State
MFT money.
The City typically inspects half of the City streets each year and uses the results of those inspections to develop a 5-year plan of
proposed pavement projects. The proposed 5-year plan map is attached to this memo. We are currently transitioning to a new
annual inspection method, which will continue to mold our 5-year plan.
2023 Street Restoration Project,CP 2023-08
The first resolution appropriates$1,300,000 in State MFT funds for asphalt street work for the proposed 2023 Street Restoration
project,City Project 2023-08. The Street Restoration project is part of the annual maintenance program that generally consists of
milling off a portion of an existing asphalt street surface and placing new asphalt that restores the integrity of the street surface.
The 2023-08 project will perform mill and overlay work on multiple streets and cold in-place recycling of North Taylor Avenue.
Cold In-Place Recycling consists of cold milling and pulverizing the existing road;then mixing in emulsified asphalt, water, and
additives with the recycled material; and spreading and compacting the mixture that then receives a new asphalt surface.
The proposed street list for asphalt rehabilitation is as follows(see attached location map):
Length Average
Length Lane Daily Functional Design
Street From To (E) ( TrafficClassification Treatment
Miles) (ADT.
FRANKLIN 8TH DR FRANKLIN 3,626 2.75 9,450 Minor Mill&
ST FRONTAGE Arterial Overlay
https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ltemlD=4437 1/3
