TRANSPORTATION SERVICES DEPARTMENT <br /> No. <br /> July 17th, 2023 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Jon Kindseth, Deputy City Manager <br /> Lacie Elzy, Transportation Services Director <br /> SUBJECT: Resolution Authorizing Supplement#1 to the Professional Services <br /> Agreement with Alfred Benesch & Co. for the Comprehensive Operations Analysis <br /> Project DPTS 2022-05. <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve <br /> the attached Resolution authorizing the Mayor to sign and the City Clerk to attest to the <br /> following item: <br /> 1. City Resolution authorizing Supplement#1 to the professional services agreement <br /> between the City of Decatur and Alfred Benesch & Co. to perform the <br /> Comprehensive Operations Analysis (bus route study)project. The supplemental <br /> fee is $13,759.00 for a total project fee of$203,570.00 with the entirety of the <br /> project being reimbursed by State (IDOT) and Federal (FTA) funds. <br /> BACKGROUND: Transportation Services was awarded IDOT planning grant to <br /> undertake a Comprehensive Operations Analysis (COA),known internally as the route <br /> study. The purpose of the COA is to examine and evaluate the transit system to determine <br /> where improvements can be made to make our transit operations more effective and <br /> efficient across the network. <br /> The COA will analyze our operations data, rider input, staff input, community and <br /> stakeholder needs to draft recommendations on how and where our resources should be <br /> intensified, reallocated, or discontinued. This will include recommendations on a new <br /> fixed-route bus system that incorporates microtransit operations. <br /> The current contract value for Alfred Benesch & Co. is $189,811.00. The reason for the <br /> fee increase includes the following: <br /> 1. Subcontracting with Urban Transportation Associates, Inc to lease and install <br /> Automatic Passenger Counters (APC) on the DPTS fleet. <br /> 2. APC Data Transfer <br /> 3. Collect and analyze the real-time stop level data over 8 weeks. <br /> 4. Project Support including reference file setup, samplings, deployments. <br />
