Public Works <br /> DATE: 7/24/2023 <br /> MEMO: 2023-71 <br /> TO: Lisa Gregory, Mayor Pro-Tem and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Matt Newell, P.E., Public Works Director <br /> Keith Alexander,Water Production Manager <br /> Jennifer Gunter,Watershed and Lake Manager <br /> SUBJECT: Resolution Accepting the Bid of Homer Tree Care, Inc. for Lake Embankment Tree and Shrub Removal <br /> SUMMARY RECOMMENDATION: <br /> City Council is asked to authorize the execution of a purchase order between the City of Decatur and Homer Tree Care,Inc. for <br /> Lake Embankment Tree and Shrub Removal along south side of U.S. Route 36 for their low bid price of$79,500.00. <br /> BACKGROUND: <br /> The trees and brush along U.S. Route 36 next to the lake are being removed to open up the view of the Lake and remove <br /> undesirable vegetation. See attached map for the location. Past City Councils have requested that these major transportation <br /> routes be cleared of the trees and brush that block views of the Lake. This has been an annual project for many years. Much of <br /> this area is riprapped so the reestablishment of ground cover is not a concern Staff consulted with the Macon County <br /> Conservation District and it was determined that this location is not favorable for native plant restoration due to the steep slope <br /> of the terrain. <br /> Bids were sent out by the Purchasing Division on July 6,2023. Two bids were received with Homer Tree Care,Inc. submitting <br /> the lowest bid price. The contractor did submit minority requirements. The removal of trees and brush is not prevailing wage <br /> work according to Prevailing Wage Act guidelines. <br /> POTENTIAL OBJECTIONS: None foreseen. <br /> STAFF REFERENCE: Matt Newell,Public Works Director,424-2747. Matt will be present at the Council meeting. <br /> BUDGET/TIME IMPLICATIONS: <br /> This project is an annual expense in the Lake Services operating budget.
