August 17, 2023
TO: Mayor Julie Moore Wolfe& Decatur City Council Members
FROM: Scot Wrighton
RE: Amendment of SiFi Networks Agreement
Two years ago,the City Council approved an agreement with SiFi Networks for them to install
broadband fiber to areas of the city NOT served by the city's broadband network—mostly
residential areas. The agreement set forth terms for SiFi's use of city right-of-way,fees, and
other conditions. SiFi Networks has made progress on their mobilization, but they have
experienced the same supply chain and back-order problems, just as nearly every other
broadband cable company in the country has experienced. The city has been similarly delayed
in making its own broadband installations.
Consequently, they have requested additional time to get their broadband project going. The
attached amendment gives them more time. While the agreement was open, the city
requested that SiFi Networks give us special terms for expanding the ability of the Public Works
Department to tie all of our nearly 150 traffic control boxes together so they can eventually be
remotely monitored and controlled. This is a "smart city' initiative and one advancing the city's
technology application goal.
No other revisions to the SiFi agreement are necessary or requested.
