MEMORANDUM 2023-15 DATE: September 18, 2023 TO: Honorable Mayor Julie Moore Wolfe and City Council FROM: Scot Wrighton, City Manager Jon Kindseth,Deputy City Manager SUBJECT: Resolution Accepting the Proposal from E.L. Pruitt Co. for Replacement of Galvanized Piping at the Decatur Public Library SUMMARY RECOMMENDATION: Staff recommends the City Council accept the proposal from E.L. Pruitt Co. and authorize staff to proceed with the piping replacement project. BACKGROUND: The City of Decatur owns and maintains the Decatur Public Library building which has multiple tenants in the building. The entire building shares much of the same mechanical system, including the plumbing. We recently have been finding pin holes in the hot water side of the system due to aging galvanized piping. Over the years most of the piping in the building has been replaced with copper, however with the most recent issue it was discovered that there is approximately 250 feet of galvanized piping remaining much of it already having failed with temporary patches along the way. Due to this discovery,we have decided that the risk is too great to keep the hot water supply active and have had to shut off the water until the piping can be replaced. The City has solicited and received three proposals to replace all of this remaining galvanized piping with copper. The proposals received ranged from $26,000 to $37,716. The lowest bidder has done many projects for the City and also has the availability to do this work immediately upon authorization. We estimate the work to take about a week,and upon completion the hot water can be reactivated in these new lines. This work will provide a safer, more reliable plumbing system in this building that is now used by many tenants. INPUT FROM OTHER SOURCES: City&Library staff.
