AGREEMENT BETWEEN CITY OF DECATUR,ILLINOIS <br /> AND CENTRAL ILLINOIS LAND BANK AUTHORITY REGARDING <br /> THE STRONG COMMUNITY PARTNERSHIP GRANT---ROUND 2 <br /> This Agreement("Agreement") is made and entered into between the City of Decatur, <br /> Illinois, an Illinois municipal corporation ("City") and the Central Illinois Land Bank Authority <br /> (CILBA), for and in consideration of the mutual covenants and promises and good and valuable <br /> consideration contained herein. <br /> WHEREAS,the City has received funds from the Illinois Housing Development <br /> Authority(IHDA) for the Strong Community Program (SCP)—Round 2 grant; and, <br /> WHEREAS the City has determined that housing assistance is needed to implement the <br /> Strong Communities Partnership for the Abandonment to Rehabilitation Program and <br /> demolitions; and, <br /> WHEREAS,the City has determined that CILBA has the capacity to administer and <br /> implement housing assistance programs. <br /> WHEREAS CILBA's mission is to assist member communities and forge partnerships <br /> with developers, end users and others that results in revitalized neighborhoods, increased <br /> property values, stabilized real estate markets and redevelopment of properties in Vermilion <br /> County, Champaign County, and Decatur; and, <br /> NOW, THEREFORE, in consideration of the mutual promises and covenants, it <br /> is agreed between the parties hereto the following: <br /> Section 1. The City agrees to provide funding from the Strong Communities Program— <br /> Round 2 (SCP)upon execution of this Agreement between the City and CILBA in the amount of <br /> $377,000. <br /> Section 2. The City will be responsible for determining any additional criteria and <br /> eligibility for housing assistance programs that may not be included in the IHDA funding <br /> agreement and notify CILBA in writing. <br /> Section 3. CILBA shall be responsible for the administration and implementation of all <br /> housing assistance programs, including the use of funds pursuant to the provisions of this <br /> Agreement between parties. <br /> Section 4. CILBA will be responsible for reviewing and determining all applicable <br /> federal, State, and local laws, statutes and other regulations relating to the use of IHDA's SCP <br /> funds provided under this Agreement. <br /> Section 5. The funds provided by the City shall only be used by CILBA for the purposes <br /> of and pursuant to and under the terms of this Agreement. <br />
