Dir. of Economic and Community Development <br /> SUBJECT: Resolution Authorizing Agreement Between City of Decatur, Illinois and Central <br /> Illinois Land Bank Authority(CILBA)regarding Housing Assistance Programs <br /> RECOMMENDATION: Staff recommends the City Council approve a resolution and enter <br /> into an agreement with the Central Illinois Land Bank Authority(CILBA)to administer housing <br /> assistance programs. <br /> BACKGROUND: The City of Decatur received a Strong Community Program(SCP)—Round <br /> 2 grant award from Illinois Development Housing Authority in an amount not to exceed <br /> $377,000. Eligible activities for this grant include the Abandonment to Rehab program and <br /> demolitions. The City of Decatur and CILBA applied for these grant funds to address blight and <br /> encourage homeownership in our urban core. Cumulatively, CILBA will be managing$1.6 <br /> million dollars in housing assistance programs for the city. To maximize these housing programs <br /> and ensure success, staff are recommending that CILBA manage and implement the Strong <br /> Communities grant as well as continue managing the abandonment to rehab program. <br /> ATTACHMENTS: Resolution, Agreement <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact <br /> Cordaryl M.
