Dir. of Economic and Community Development SUBJECT: Resolution Authorizing Agreement Between City of Decatur, Illinois and Central Illinois Land Bank Authority(CILBA)regarding Housing Assistance Programs RECOMMENDATION: Staff recommends the City Council approve a resolution and enter into an agreement with the Central Illinois Land Bank Authority(CILBA)to administer housing assistance programs. BACKGROUND: The City of Decatur received a Strong Community Program(SCP)—Round 2 grant award from Illinois Development Housing Authority in an amount not to exceed $377,000. Eligible activities for this grant include the Abandonment to Rehab program and demolitions. The City of Decatur and CILBA applied for these grant funds to address blight and encourage homeownership in our urban core. Cumulatively, CILBA will be managing$1.6 million dollars in housing assistance programs for the city. To maximize these housing programs and ensure success, staff are recommending that CILBA manage and implement the Strong Communities grant as well as continue managing the abandonment to rehab program.
